Emiri Decree
Emiri Decree No. (10) of 2025 We, Saud Bin Saqr Bin Mohamed Al Qasimi Ras Al Khaimah Ruler After perusal of Emiri Decree No. (8) of 1997 On Establishing Ras Al Khaima Foundation For Holy Quran & Sciences Thereof And Emiri Decree No. 9 of 2024 And based on what public interest requires; have promulgated the following: Article (1) A foundation named Ras Al Khaimah Foundation for Holy Quran & Sciences Thereof shall be established in Ras Al Khaimah Emirate that aims at achieving the following: 1- Care for talents and competencies in memorizing the Holy Quran and mastering sciences and values thereof and the Sunnah of the Prophet. 2- Teach Arabic language to both native and non-native speakers and facilitate understanding of Holy Quran. 3- Promote noble national and Islamic values through programs, competitions and lectures that contribute to community development and happiness. 4- Honor innovators and differential persons in a way that promotes culture of excellence, community creativity and positive citizenship. 5- Build effective partnerships that contribute to enhancing sustainable impact in serving the community and Holy Quran. Article (2) The Foundation shall carry out all activities necessary to achieve the objectives thereof, particularly the following. 1- Establish Quran memorization centers and seminars and organize their ongoing programs. 2- Organize competitions, events and community activities. 3- Issue publications and materials that serve the objectives of the Foundation. 4- Raise and invest funds in a way that achieves the Foundation’s objectives and community programs. Article (3) A Quranic award named Ras Al Khaimah Holy Quran Award shall be created under the supervision of the Board, concerning with organizing Quran and Sunnah of the Prophet competitions and community events, with independent financial and organizational allocations that enable it to achieve its desired objectives. Article (4) The Board of Ras Al Khaima Foundation For Holy Quran & Sciences Thereof shall be chaired by Sheikh Saqr bin Khalid bin Humaid Al Qasimi and membership of: 1- Dr. Ahmed Ibrahim Sabiyan Al-Taniji - Member 2- Mr./ Jaber Ali Ahmed Jaber Al Mansouri - Member 3- Mr./ Mohammed Saeed Ali Ambasi Al Shehhi - Member 4- Mr./ Saeed Mohammed Salem Al Shamsi - Member Article (5) The Board shall meet upon the Chairman's invitation whenever needed. Article (6) The term of the Board shall be four years and is renewable. The Ruler or his representative may dissolve or replace the Board before the end of this term. The Board shall continue to perform duties thereof after its term has ended until a new Board is formed or its term is renewed. Article (7) The Board resolutions shall be issued by a majority of the members' votes and in the event of a tie, the side in which the chairman is present shall prevail. Article (8) Emiri Decree no. 8 of 1997 as well as any previous decree or resolution shall be repealed to the extent it contradicts with the provisions of this Decree. Article (9) This Decree shall come into force as date of its promulgation and be published in the Official Gazette. Saud Bin Saqr Bin Mohamed Al Qasimi Ras Al Khaimah Ruler Promulgated by us on this day fifteenth of Dhul Qidah 1446H. Corresponding to thirteenth of May 2025G.
  • A foundation named Ras Al Khaimah Foundation for Holy Quran & Sciences Thereof shall be established in Ras Al Khaimah Emirate that aims at achieving the following:
