Ras Al Khaimah Free Zone Law of 2000 ------

We, Saqr Bin Mohamed Bin Salim Al Qasimi
Ruler of Ras Al Khaimah Emirate & Dependencies Thereof
After perusal of our Resolution to establish Ras Al Khaimah Free Zone on 3/1/1996;
And based on what had been presented to us by Crown Prince & Deputy Ruler;
And as public interest requires;
have promulgated the following Law:
Article 1
This Law shall be named “Ras Al Khaimah Free Zone Law of 2000”.
Article 2
Under this law, a free zone shall be established consisting of three geographical locations in Ras Al Khaimah, two of which are dedicated to industries and storage, the first one is in Halila Island with an area of (116 hectares), and the second with an area of seventy hectares located behind Majan printing press. These two locations are shown on their two maps attached thereto, while the third is dedicated to Business Centers and currently occupies the building in which the free zone offices are located.
Article 3
All goods, commercial items, materials and equipment imported into or exported from the Free Zone shall be exempted from any custom duties or taxes and companies, employees and workers working in the Free Zone shall be subject, in relation to their works, to the Free Zone regulations.
Article 4
Companies and individuals working in the Free Zone shall be exempted from all taxes related to their work in the Free Zone.
Article 5
Promoting, developing, managing and operating the Free Zone shall be entrusted to an independent authority named Ras Al Khaimah Free Zone Authority, called hereafter (The Authority) and shall have its own legal personality and enjoy financial and administrative independence regarding all its affairs and full power to act.
Article 6
The Authority objectives are establishing, promoting, developing, managing, organizing and operating the Free Zone and establishing the necessary facilities.
Article 7
The Authority shall have the power to exercise the right to lease free zone lands on behalf of Ras Al Khaimah Government to other persons or companies, provided that the purpose of such lease is to promote one of the objectives mentioned in Article (6) above.
Article 8
The Authority shall have the right to use Saqr Port under laws in force in coordination with Saqr Port Authority to manage Free Zone business.
Article 9
The Authority may issue licenses to some international companies to practice activities thereof outside the scope of Free Zone locations mentioned in Article (2) after obtaining approval of Economic Department according to criteria applicable to Free Zone determined by the Authority without prejudice to laws of Ras Al Khaimah Emirate and United Arab Emirates.
Article 10
The Authority may:
1. Set necessary rules and systems to manage and organize the Free Zone, companies and employees working therein.
2. Set necessary rules and systems related to promoting, developing and operating the Free Zone.
3. Issue licenses to companies wishing to carry on business in the Free Zone according to rules and systems determined by the Authority.
4. Ensure obtaining employment visas and residence permits for companies carrying on business in the Free Zone.
5. Carry out all other business necessary to achieve objectives set out in Article (6) of this Law.
6. Execute Board’s resolutions.
Article 11
Management of the Authority shall be entrusted to a Board of Directors consisting of a maximum of five members to be appointed by His Highness the Ruler and the term of their membership in the Board shall be two renewable years.
Article 12
The Board shall present reports on business of the Free Zone to His Highness, the Ruler or Crown Prince and Deputy Ruler.
Article 13
The Authority shall be free to practice its powers and delegate whomever it deems appropriate to carry out some of its objectives.
Article 14
This Law shall come into force as date of its promulgation.
