Law No. (3) of 2025 On Human Resources For Local Civilians Working in Ras Al Khaimah Police
We, Saud Bin Saqr Bin Mohamed Al Qasimi

After perusal of the Constitution;
And Federal Law No. (5) of 1985 on Promulgating Civil Transactions Law for United Arab Emirates, as amended;
And Law No. (7) of 2012 on Establishing Ras Al Khaimah Emirate Executive Council;
And Law No. (1) of 2013 on Government Human Resources, as amended;
And Law No. (4) of 2017 on Human Resources For Local Police In Ras Al Khaimah;
And Emiri Decree No. (6) of 2015 on Establishing General Resources Authority in Ras Al Khaimah;
And after approval of the Executive Council;
have promulgated the following Law:
Article (1)
The following words and phrases, wherever stated in Federal Decree-Law No. (1) of 2008 on Civil Service in Ministry of Interior, as amended, shall be replaced by words and phrases indicated opposite each of them, unless such word or phrase indicates otherwise:
State: Ras Al Khaimah Emirate.
Ministry: Ras Al Khaimah Police General Headquarters.
Federal Government: Ras Al Khaimah Government.
Cabinet: Executive Council of Ras Al Khaimah Emirate.
Minister: Ras Al Khaimah Police Commander In Chief.
Undersecretary or Assistant Undersecretary: Ras Al Khaimah Police Deputy Commander In Chief.
Human Resources Laws in The Federal Government: Human Resources Law in Ras Al Khaimah Government.
Federal Decree: Local Decree.
Article (2)
1. Provisions of Federal Decree-Law No. (1) of 2008 on Civil Service in Ministry of Interior, as amended and Regulation thereof shall apply to UAE civilians working in local Police.
2. The provisions of Ministerial Resolution No. (78) of 2009 on Promulgating Employment System of Non-UAE Civilian Employees in Ministry of Interior, as amended, shall apply to non-UAE civilian employees in the local police.
3. As an exception to clauses (1) and (2) of this Article, the provisions relating to salary scales and financial entitlements shall be issued by a resolution from the Executive Council upon the proposal of Ras Al Khaimah Police Commander In Chief and the provisions of Law No. (1) of 2013 on Government Human Resources, as amended shall apply to pensions and end-of-service and retirement gratuities.
Article (3)
Any amendments made to Federal Decree-Law No. 1 of 2008 on Civil Service in Ministry of Interior and Ministerial Resolution No. (78) of 2009 on Promulgating Employment System of Non-UAE Civilian Employees in Ministry of Interior and Regulation thereof, or any other legislation that replaces them, shall be considered an amendment to the provisions of this Law.
Article (4)
Ras Al Khaimah Police General Headquarters may register UAE civilians working in the local police in Ras Al Khaimah with their civil grades in the retirement programs applied with General Pension and Social Security Authority.
Article (5)
This Law shall come into force as the date of its promulgation and shall be published in the Official Gazette.
